Project Overview

Uttar Pradesh Expressways Industrial Development Authority is developing 36 Integrated Manufacturing & Logistics Clusters (IMLCs) across approximately 5,490 hectares, strategically located along five key expressways (Ganga, Bundelkhand, Agra–Lucknow, Purvanchal, Gorakhpur). 

The assignment involves acting as the Project Management Consultant (PMC) responsible for end-to-end planning, design, DPR preparation, tender documentation, and supervision during implementation.

Challenges

Managing 36 clusters spread across large geographies and multiple expressways required extensive coordination with state agencies, integration of external infrastructure, and continuous alignment with client expectations. Differences in land readiness, utilities, and site conditions made it difficult to maintain uniform planning logic. 

As planning, DPR preparation, and supervision were running in parallel for different clusters, managing inputs, revisions, and schedules across all stages was a central challenge.

Solutions

A structured planning framework was adopted to keep all clusters aligned while responding to local requirements. Surveys, technical inputs, and land information were consolidated into clear base data for each location, enabling consistent master plans and DPRs. 

Regular coordination with client and field teams helped manage updates smoothly and ensured that supervision and design support stayed synchronized across clusters at different stages of progress.

Impact

The approach provided client with development-ready plans, coordinated DPRs, and steady supervision support across a large and varied program. Clear planning and disciplined updates strengthened decision-making, reduced delays, and helped avoid unnecessary time and cost losses. 

As clusters advance toward implementation, the framework continues to support orderly development and long-term economic outcomes.
