Project Overview

NHIDCL appointed Translink as the third-party Road Safety Auditor for multiple highway packages under PMU Bongaigaon in Assam, covering design stage, existing road stage, and construction stage audits. The assignment spans several sections of the Bilasipara–Guwahati corridor and connecting stretches, which serve regional mobility, local access, and commercial movement across western Assam.

The role focused on reviewing safety performance across different project stages and ensuring alignment with IRC and MoRTH safety requirements.

Challenges

The project involved addressing safety across corridors at varying stages of development, each presenting distinct but interconnected risks. Design-stage sections required early identification of potential crash risks embedded in geometry, junction layouts, access provisions, and pedestrian movement. Operating sections faced safety concerns arising from mixed traffic, roadside development, substandard median openings, limited sight distance, and inadequate pedestrian facilities. 

Construction-stage stretches added further complexity, where live traffic movement alongside works demanded strict control of temporary traffic arrangements and continuous adaptation to changing site conditions.

Solutions

Translink adopted a systematic audit approach aligned with project stage, focusing on preventive safety at the design level, corrective measures for operating corridors, and risk control for work zones. Design reviews examined geometry, sight distance, access control, junction treatment, and roadside safety provisions. 

Existing roads were assessed for conflict points, roadside hazards, pedestrian safety, signage, markings, and visibility conditions, while construction sections were reviewed for traffic management arrangements, diversions, warning systems, and worker protection. Recommendations were framed in line with applicable IRC codes to ensure consistency and implementability.

Impact

The audits helped establish safer design outcomes, improve operating conditions on live corridors, and strengthen work-zone safety during construction. Identified risks were addressed through practical and stage-appropriate measures, reducing crash potential and improving user awareness. 

The assignment supported NHIDCL in maintaining safety continuity across planning, operation, and construction; contributing to more reliable and safer highway corridors in the region.
